About ICMP reachability

Ping uses ICMP echo request/reply messages to test whether a host answers at the network layer. A host that does not reply is not necessarily offline: many networks filter ICMP. Combine reachability checks with Ipregistry's IP data (connection type, company, abuse contacts) to better understand what sits behind an address.
